The way l10 works currently poses a security threat to many users whose language-packs weren't released simultaneously with the EN-US version. They usually take a week or so to be released, despite being primarily a security-fix release, not having interface or feature changes.I also believe a language pack is easier to deploy on multi-OS environments, but I believe some people won't agree with me.It used to be worse for brazilian users, with the core translators forcing conditions other translations didn't have (eg. not making XPI packs available). But since even those XPI files aren't available anymore, I guess it's worse for everybody./anyway, sorry for any grammar or spelling mistakes.
