Could this be the perfect solution to fight spam?
It would certainly prove controversial however, since it would mean abolishing the accepted email and news protocols SMTP and NNTP and involve the introduction of a centralised authentication point for all emails.

I dunno, from reading the website he sounds like a nut. I don't see any actual technical solutions espoused in the pages and pages of documentation. It looks like most of it is lumped under "then a miracle occurs."
